Thanks for the excellent commentary. I really enjoy your posts. I am thrilled to find insightful commentary on the proliferation of overly complicated accounting rules.

Regarding your client's situation with allocating goodwill to a subsidiary, I too consolidate multiple foreign and domestic entities. In my experience, I have always pushed goodwill down to the subsidiary level in local currency. As you noted from polling practitioners, I too have never allocated goodwill below the intermediate parent to the next tier of subsidiaries.
